96 Civic won't Start

Default 96 Civic won't Start

My Friend has a 96 Civic DX the car turns over and over but won't start. I told him to start with a basic tune up? Any suggestions would be great. Thanks in advance.

Fuel, Spark, Compression - that's what you need for an engine to run... start with verifying these!
