Default 96 Civic Tire Question

Something is causing the rear tires threads on the inside to get all lumpy and crap the threads are fine on the outside but the insides threads are all mess up. It goes in a weird pattern a part of the tire thread is good then it looks like a part of the thread has gone down a good way it does that all around the tires on both sides it goes up and down and up and down and so on... Can anyone give us a heads up on what might be causing this to the rear tires?? Stock suspension stock everything we haven't done anything to the rear but change the rim size to 16" rims tire size are 205/40R16 if anyone can give us any info it would be great.

Thnxs
