Default 96 Civic lx sedan - No headlights, taillights or dash lights

Good afternoon,
Here is my situation. Two weeks ago I turned the switch for my lights and there was a delay, a few days later I had to switch it on an off multiple ties before they came on, then again in a few days the same thing. Last Friday I couldn't get them to work at all. No headlights, taillights or dash lights but the blinkers do work when engaged. I bought a new headlight switch thinking that may be the issue but that did not fix the problem either. I have checked many of the fuses in the car and under the hood but still I'm coming up with nothing. Anyone know of this issue or possible solutions? Anyone have headlight specific wiring diagrams?

1996 Civic lx 4 door. All stock. Power windows, locks, no moon roof. Upgraded Stereo.

If you don't already have an FSM you should search for one online. It will contain tons of valuable information including complete wiring diagrams. Aside from that google will probably yield the wiring diagrams you're looking for. And last but not least, I've had it happen to my older civic. The steering column stock that contained the head light switch had partially melted.

Does fuse 48 have battery voltage?

I do have voltage through fuse 48. But through testing all of my light fuses at the panel under the dash I have nothing on any of them. So I know there is an issue between the battery and fuse panel. Ideas??

Thats confusing.......which fuse panel is having connection issues to the battery? engine bay or dash?

Check whether battery voltage reaches the two white wires in the connector for the combination switch.

Under the dash I have no power to the fuses that control the lights. I had the car on and had no voltage to each fuse only dealing with dash, headlight and taillights. Everything else has voltage

Did you turn the headlight switch on for the voltage test? See circuit diagram.

Remove the switch and use a spare wire to jump power from the hot Wht wire to either the Red/Blu, Red/Wht or Red/Grn wire in the switch connector. Do the headlights or taillights turn on?

Voltage from the two white wires in the connector for the light switch is sent to connector C422 before reaching the dash light fuses.

With C422 plugged in and the light switch turned on, test whether voltage reaches all 4 wires in C422.
