96 Civic ELD & O2 Codes

Ran my scanner and pulled codes referencing the ELD and 02 read the TSB but fuse 15 is not blown . I have changed the 02 Sensors and the ELD fuse.
The only thing I haven't done is found the wire that touches the intake and causes the malfunction. So my question is do I need to remove the intake or can I get to it from the bottom as I am unsure of the exact location?

ok so I'm looking at the fuse box for this fuse 15 again dbl checking everything .The car giving me the headache is a 96 EX auto I compare the fuse box to my 98 EX 5 sod and the fuses are in different locations so I found another 98 EX 5 sod and yet again the fuses are a little different so I'm kinda lost in wtf mode .I also was able to get a good look at the wire that the TSB SAYS WOULD CAUSE THE PROBLEM AND There is no freed wire and it is not touching the bracket or Intake. HELP

Fuse 15 --> The 15 is the slot location in the fuse box not the fuse amperage rating. The amperage rating of fuse 15 is 7.5A. See diagrams below.

Also, turn the key from the OFF position to the ON(II) position. Does the battery light symbol turn on and stay on in the cluster?
