Are you talking about the motor as well?
Seriously if you look at them both together then youll notice alot of differences.

Exterior, the front end is completely different, and the rear tails also have clear turn signals instead of amber.. On the interior, all that I know of is the climate controls.

It looks like the '99 you showed was Euro-spec. I only say this because of the markers on the fender and the running boards are body colored.
Other than that, it looks U.S. spec.

Here are the differences I can remember.
99 has different...
headlights
front bumper
front grill
hood
rear taillights
rear bumper
seats
interior dash setup
cup holder setup
upper map reading lights
That's all I can remember from my 96 Civic compared to my friends 99.

just chiming in, but the 99-00 also had the Si model offered in the US and the 96-98 civics didn't have it.
