What all do i need to do a 99-00 front end conversion on my 96 civic?

Learn to ******* search, but to answer your question... you don't need the radiator support, and don't forget the grill

he means you need the 99-00 grill also
I just did this conversion last week, followed this guide:
http://www.jdmuniverse.com/for...rsion
Some other guides said you had to remove the styrofoam bumper, hammer the bumper support, etc, but not true, that guide worked perfectly. It didnt take long either, you can do it in a few hours. I used a hacksaw to cut the tabs intead of a dremel though, just cut two slices and then hammered them down out of the way.
