1) Is the heater valve on the firewall stuck open?
2) Does the condenser fan run and the compressor clutch engage when you press the A/C button? Does the A/C button light turn ON?

When you press the A/C button, you should hear the compressor clutch make a click sound when it engages.

If you believe the clutch is engaging, the next step is to hook up a manifold gauge set to the low and high sides to determine whether the R134a refrigerant pressures are low or abnormal. You may be able to rent the gauge set from a local auto parts store. With the A/C running, the low side should be 22 to 36 PSI and the high side should be 220 to 295 PSI.

Could be a leak in the A/C system somewhere. We just had a similar problem on my dad's Lincoln and there was a leak in the accumulator.

If you need to see if the clutch is engaging, take a look at it with the A/C off. There's some short studs or bolt heads sticking off the side of it and they will be stationary with the compressor not engaged. When the compressor engages, you'll see the side of the compressor spinning and the studs will be spinning too.
