Default 95 honda civic AC problem

hey HT i have a 95 civic ej coupe d16z6 automatic (daily) nothing tampered with all original wiring wise. its been kinda warm lately (so cal area) and i noticed the ac is not cooling so today i hooked up my gauges H:220 L:40 but once i press the ac button the clutch runs continiously!! it does not cycle on and off "should usually be about 28-42" like its supposed to. i grab the low side hose with my hands and it feels pretty damn cold. i then attempted to move the blend door manually thinking the cable wasnt closing off the heat all the way but no change at all. i added a little bit of refrigerant and did not feel any diffrence what so ever....please give your input!!! oh yeah middle dash temp was about 62 deg with a outside temp of about 70
