95 EX Civic injectors not spraying searched*

95 EX Civic injectors not spraying searched*
Current details,
Stock 1995 Civic EX Auto D16z6
Problem is somewhat interment.
Turn key and ignition turns on Main relay clicks fuel pump turns on as well as the check engine light but doesn’t turn off.
What ive done so far:
1.Shorted the wire to check for engine code and no change, it’s as if it doesn’t stop the initial prime.
2. Engine hits with starting fluid(fuel issue)
3. Replaced main relay
4. New in town and no friends with another P28 to try.
5. Checked grounds on engine, using jumper cables I grounded the engine in a few spots just to see if it was a grounding issue.
6. Fuel is getting through the fuel filter to the rail with good pressure.
There is a jumper wire going from the one of the main relay wires to a ground. The wire color is green with a yellow stripe and is in the corner of the main relay plug. Idk why you would make a ground for this wire.
Symtoms, injectors make a weird flowing noise and it’s as if the the prime sequence doesn’t stop. The check engine light stays on when the ignition is turned on. I hear the hum of the fuel pump but it seems to stay on as does the check engine light. Which if I remember correctly should only be on for a few seconds and then shuts down(CEL/Fuel pump humming).
I bought the car, it wouldn’t start. Brought it home and it started right up once and ran amazing and haven’t been able to get it started since then.
