95 ESi Overheating

95 ESi Overheating
So last week my 95 ESi (D16Z6) started overheating. It doesn't make sense to me since it is below freezing here in the UK. Thank God my heater still works!
This is what's going on:
- I put a new thermostat (aftermarket) and a radiator out of my US spec Civic in it and it still overheats. (bled properly)
- The top radiator hose gets warm but the lower hose is still cold. (seems normal since my b16 is the same way)
- It doesn't overheat into the red yet, just about 3/4, and even then it will fluxuate between normal and hot.
- The fan also wont turn on. I jumped the fan motor and it turned on as well as replaced the relay.
I'm guessing it's the water pump, but I'm not to sure. Is there anyway to test it to make sure that's the problem?
