Default '95 Civic won't start...

I have 293k miles on it. I need it to last about another month. It's a '95 EX with the 1.6 vtec.
For the last month, if I didn't start it every day, it would be hard to start the next morning. By hard to start, I mean turning and turning. When it would finally start, it would run really rough for a couple minutes.
I drive it 30 miles to work. At the end of the day I have no problem starting it.
Like I said, if I didn't start it every day, it would be a problem.
We had inclement weather the last couple of days so I didn't start it.
I tried to start it yesterday with no luck. It will turn and turn and turn. Sometimes it will act like it wants to start but won't keep running.
My first thought was the fuel filter because it seemed like it wasn't getting fuel. I changed the fuel filter to no avail.
I don't know if it's related, but when the weather is cold, it will idle back and forth between 1k and 2k until the engine is warm. Then it settles down.
BTW. I am trying to start it jumped to another vehicle or it kills the battery since I have to keep turning it so long.
I don't know what to check next.
Please help!

Your idle bounce is probably your FITV - look up how to clean it.

Its possible your battery is worn out, and is not proving enough CCA to start the car. Have you tried replacing the battery? You could buy one at walmart, and if it doesn't solve the problem, just return it.

To check your battery:

Unplug the fuse to the fuel pump.

Connect multimeter to battery.

Crank engine for about 15 seconds.

If the multimeter stays above 9.6 volts the battery is good.

With the little bit of detail ( just symptoms, not hard data ) from the OP it can be some many things ( like a fuel pump I am just trying to get through the 1st step. hahahaha.
