95 civic running issues VSS code

95 civic running issues VSS code
Hello all.
IM a vw guy just trying to get some work done to my wifes civic.
Is a 1.5 16v sohc.
I have fault code 17. VSS.
The car stutters badly. it surges worse. feels like my trans is slipping.
I know that fault code means the VSS needs to be replaced..but would a bad VSS cause those problems?
the speedo isint working either..
any help or ideas would be much appreciated.
