95 Civic not starting...

95 Civic not starting...
Ok, first off...I did search...nothing I found seemed to fit what's going on. Ok, engine (d16z6 never swapped) turns but doesn't start, checked plugs (a little wear but nothing big, and wires are good) checked coil and igniter (changed coil igniter was fine) changed cap and rotor....still turns but no go. Getting plenty of fuel. No obvious vacuum leaks, and no obvious breaks in the wiring. Checked main relay and fuses. I've gone through just about everything I can think of....just wondering if anyone has seen this same situation or has any ideas. Thanks in advance.

Do you have bright white bluish spark at the plugs?
Did the timing belt slip or break?
Assume that the fuel pump primes as you mentioned having plenty of fuel?

No spark at the plugs...pulled the plug connected plug wire and had it turned over holding it to the head...nothing.
Timing belt has not broken, suppose it could have slipped as it does have a bit more deflection than it used to (originally was running fine, drove it to work one day...went to go to lunch and wouldn't start)
With plug out and turning it over you can smell gas coming out of the plug hole, further I can hear my fuel pump priming.

Does the BLK/YEL wire attached to the igniter unit in the distributor have battery voltage when the key is turned to ON(II)?
Have you checked the YEL/GRN wire running between the igniter unit and the ECU for lack of continuity or a short?
Does the CEL remain ON when the key is turned to ON(II)?
Have you checked the YEL/GRN wire running between the igniter unit and the ECU for lack of continuity or a short?

Haven't checked continuity on YEL/GRN and will try that when I get home this evening as well.
As far as the CEL, it does...however that could be due to the O2 heater circuit not being connected due to wideband...I'll check the CEL codes as well.
