Hey guys, so here is my deal:

First double check your timing. If timing is good put a little bit of oil in the cylinder and try the compression test again. This is called a wet compression test. If your compression numbers rise to roughly where they should be then you have bad rings. If your numbers still stay low do a leak down test. Put the cylinder at top dead center on the compression stroke. Hook up the leak down tester and listen to where the leak in coming from. If you hear the air in the exhaust...exhaust valve. Throttle body...intake valve. From the radiator...head gasket.

ok the final result:
timing: 180 off...im dumb...
electrical: there was a ground wire that screws to the thermostat housing that was disconnected.
moral of situation, check all GROUND cables and double and triple check timing...
Thanks for all the help onepoint_gsr
