95 Civic DX: Surging Idle will not go!

Okay so i have an update...

It's been raining here lately and it seems the surging idle has gone away for the most part, but now it's "hunting" for an idle and just slowly goes up and down most of the time. If it had surged it was only for a few seconds.
So today, with it still wet outside but not raining, while driving to go get the Voltimeter to test the TPS and ECT the surging came back, but only when car was rolling to a stop with me in nuetral/foot on clutch, once stopped it idled fine.
Just wondering if this changes anything, why would it only idle surge when rolling to a stop, and not when fully stopped??

Check the wires or sensors that go on the throttle body and intake manifold I think there are 3 wires/sensors total. If thats not the problem check for vacuum leaks. Bad hose or bad gasket. It may be the throttle body gasket or the intake manifold gasket not making a seal.
To check for leaks use this video And use the carb/brake cleaner method.

Well I covered the TB hole with my hand, and the car died, would that rule out bad gaskets in the TB or IM?

Quick update...

After spraying TB cleaner everywhere, the surging did not change. So I was checking out my throttle body cable and it seems like it's too tight... I'm not sure what it's called but it's the part that opens the throttle body plate, and I there is no slack whatsoever when I move it to open the throttle plate. Is this supposed to be like that?

Just got back into another Civic and realized I have not posted the Fix to this thread, and I didn't want to be that horrible person that doesn't.

The problem ended up going away once I replaced the radiator. My best guess was the Radiator was preventing the IACV to operate correctly, as it was completely clogged and was also overheating my car. OR I still hadn't gotten all the air out of the coolant system until I replaced the radiator.

few things that i was having an issue with when my d16 was surging.

when i had a blown headgasket (no visible signs of failure, besides exhaust gasses pumping into coolant reservoir)
also had it later when my AC was on, and the car was warmed up..... idle dropped to (no ****) 100-300 rpm

then i dropped a built b20v into the car and havent had any more d16 problems. :D
