95 civic cx w/t LS swap Early fuel cut problem

95 civic cx w/t LS swap Early fuel cut problem
Okay iv had this hatch for about 3 months now. Its a completely stock obd1 b18b1 ls swap in a cx and its a p75 ecu.
when i got the car it was revving out to 6500 to what feels like a fuel cut. NO cels.
I pulled the motor out and installed a blox im and skunk2 tb, new clutch and flywheel, header and exhaust. got everything back together and now its only revving out to 6k to what feels like a fuel cut. Im also throwing a code 16 cel.
Any Ideas to what could be causing the early limiter and cel. im stumped

edit.for code 16 I also replaced the stock fuel pump with a fullblown 340lph unit..
i believe all the injectors are clicking. its def running on all 4 and has a smooth idle.

Does the fuel cut off bog down the car similar to a slowed red-line bouncing the car forward and back? because my auto does this when I try and floor it.. I haven't found the cure yet for it.
