Default 95 Civic Condenser Fan

I have a 95 Civic and the A/C compressor comes on but the condenser fan does not come on...so it's only blowing cool when on the highway. I can't seem to figure out why it won't come on. I've checked fuses and the only one that was blown I replaced.
I have attached a picture of something..not sure what it is. It has power to it even with the car off as it touched some metal and sparked...this is what caused the one fuse to blow. Any ideas what it is and should it be plugged in somewhere or covered??

condensor fan relay. replace it. its obviously busted.

So that exposed part is the condenser fan relay??
I checked the condenser fan when I got home and it was on. The a/c is not blowing cold still. Has the right pressure and everything...what else could be the problem??

I don't think thats a relay. My condenser fan relay is in the under hood fuse box. Relays have four pins 2 coil and 2 contacts. I would check for loose wires near the condenser fan . If all else fails, splice the hot wire from fan to the clutch hot wire so when you clutch kicks in so will the condenser fan. As far as it not being cool, you could have a bad dryer canister or bad compressor.

suuure and manage to blow up an AC line into shrapnel in the process.

Also, you ahve an EM1, not an OBD1 car. comparing apples to oranges.

OP has already stated that the AC is cooling when going down the road and that pressures are OK, just that the condensor fan does not come on @ a stop(pressures will then shoot thought the roof and the high pressure switch will safely cut off the compressor).

OP, get a new relay. It will most likely fix your issue. You may also need to check fuses for the relay(fuse box on pass side of firewall). Should be 20A, IIRC.
