Default 95 civic brakes

Recently bought a 95 civic 4 door. Fun little stick shift car, the brakes have been a pretty big problem. Got them “bled” twice by when I am at a complete stop on a declined street my car will roll even with the pedal to the floor. Took off all tires and there wasn’t any leaking pads looked fine and all. Guy who bled them didn’t take tires off so I don’t know if he did it right. I have to pump the brakes here and there to stop.

Pedal sinks down after stopping, or having to pump the pedal to stop, usually means the master cylinder is bad.

You may want to try to find a better mechanic. Bleeding the brakes is a necessary procedure after other work has been done that let air get into the brake lines. It is not something you would do as the sole thing to try to fix the car. Although it is true that you don't have to take the wheels off to bleed the brakes.
