I know it won't just bolt right on. I believe you need a new radiator support and some fabrication with the fenders. Why not just get a jdm front end? I saw one online h-motor for 500 i believe (hood, fenders, bumper, head and corner lights).

i don't really like that conversion but who am i to say right......... but you'll need hood, bumper, lights, rad. support, and weld/bondo the fender together
why not try something new and do a different conversion????

i suggest not doing it because:
1. its not bolt-on
2. its going to be ugly
3. your going to spend more than you really want too

its going to cost the same as buying a new 95 civic front end. so really it is your call. but if you want to do it. its not really hard to do. you have to weld the front corner of 99 civic fender to the rest of you 95 civic fender and then line everything up and your all good. you have to weld the 99 radiator support to the frame also. so everything expect the fenders are basically bolt and line up. i did a 98 civic front on my old 92 civic hb and it looked nice. everybody was like its ricey but then everyone was still like it looks clean and nice. it looks nice if you have the right things on it. hope i helped you out a little bit more.
