Default 94 Si Overheating When Stopped

I have a 94 Si. After driving for a decent amount of time on the highway, then driving stoplight to stoplight, it will eventually start to overheat while stopped. This happens earlier if the A/C is on, but still happens if it's off given enough time. I can drive forever on the highway and the car will not overheat (road trip from Texas to Washington).

I replaced the waterpump with the timing belt two years ago and last Fall, I replaced the radiator with the dual core Del Sol radiator and replaced the radiator cap with OEM and thermostat. Both fans are coming on, and the car will cool down immediately if I start moving again. I am not losing any coolant and after turning the car off once it starts to overheat and checking the overflow tank, there are no bubbles coming out of the tube.

Any ideas would be appreciated.

is the radiator plugged up with bugs and what not too?

Does it have clear air flow as well? it might not be getting enough at a stop

What is the best way to get bugs out? There are quite a few from after that trip, but it was doing this a little before the trip.

If the thermostat was stuck closed, wouldn't I overheat while on the highway and not just while stopped?

Well, it could be stuck half way open. The thermostat in my moms Taurus was stuck half way open and while driving it was ok but when we came to a stop it would begin to overheat. When we were moving the air kept it cool but when we came to a stop it just wasnt flowing enough to allow it to cool properly.
