The important ground is on the thermostat housing. What car/engine?

Also check fuses 31 and 24, and resolder the main relay.

Yes. Fixed.

How did you test fuses 31 and 24?

Tested those two fuses... With my DMM.. Got 9.61v To 9.42v. On both of them. With koeo P(II)...

1) Those are completely dead battery voltages. Charge or replace the battery.

2) Did you measure voltage on BOTH of the top test tabs of each fuse?

Yes both test tabs and I might be getting 9v cause I'm running off a charger no battery. Let me turn it up... N see what voltage I get and also. On my EFI relay. Getting 9v through it on almost every tab expect the last two no voltage. If u went from top left to right then down. Left to right.

you know what i just realized i was checking over one of ur link that says test fuses and i was reading through a troubleshooting for ecu symptoms.. and i had the ecu ground and the inside car grounds right and voltage in side car to ecu fuse and efi relay but still no check engine light on.. so i went on double check my ground on theromstat houseing.. and it was correct.. but i do not have my back mount on or the back mount bracket on. just right and left side motor mounts on. so i was thinking the motor is not grounded at all. so ecu cant be grounded cause the bolts to mounts are running to rubber.. so long story short... i ran the tranny ground to the frame rail.. and then turned koeo P(II). still no check engine light.. but my EFI relay is making a loud triggering noise, like loud clicking sounds.. Should i just got get a new one.. i dont want to solder it really..

Check whether the CEL bulb has been removed or is blown. When fixed, then check for CEL codes. But don't proceed with more tests until your battery is fully charged.
