10A dash fuse 15 protects the circuits for the cluster gauges and turn signals.

10A dash fuse 19 protects circuits for the cluster and climate control lights, as well as the parking and taillights.

Is fuse 15 or 19 blowing?

Cluster lights - Pry dimmer switch out of the dash, unplug it, and then use a short piece of wire of paperclip to jump the red wire terminal to the black wire terminal in the connector. Do the cluster lights now work?

Blown fuse 15 -- With ALL electrical accessories off, turn the key from off to ON(II). Does fuse 15 blow? If not, switch the turn signals on. Does the fuse now blow?

In case anyone else runs into this. I found a back up light bulb that had the glass section broken loose from the brass base. That allowed the filament leads to short out when they bounced around when the car was in reverese. I replaced the back up lamps and the 10amp #15 fuse and everything works now.

FOR THE 10 MILLIONTH TIME, YOU HAVE A SHORT ON THE LIGHTING CIRCUIT.

If you an aftermarket headunit, remove it and make sure the ORANGE ILLUMINATION wire is not being grounded out because it was not properly taped off. 99.99% of the time, this is the culprit.
