i have a 94 civic ex with a b18b swap. started last nite then nothing this morning. tried a new starter and nothing. get all the clicks from the relay and fuel pump primes and when you engage the starter it clicks again and you can hear pump run but wont turn the motor over. have tried turning it over off the tranny but same thing. checked it off the car and starter is good. gettin voltage to the started from battery and signal wire is getting voltage but not sure if it's enough, only bout 8v. where should i look next next?

8V = Weak/dead battery. Charge it and go from there.

have full battery and a trickle on it while it sitting.

How many volts across the two battery posts?

Have you tested the alternator?

have u tried turning the crank by hand? seized engine?

take timming belt cover of maybe snap timming belt ..happen to me...had same problem car ran fine before i parked it ..when to start it in the morning and it dint turn over
