Default 94 civic ex. b18a1. pr4 ecu. I have a throttle body question.

Let me first start by stating my problem. I have a 94 ex with a b18a1 manual trans. The car runs great and drives fine however when comming to a stop if I press the clutch the revs drop fast. They will come back up after dropping to 6-700 rpm. I adjusted the idle per manual but my idle screw is all the way out to even get it to idle like this. I have tried all the usual stuff like full tune up, clean iacv, fitv. Tps is at .49 closed. Map tests out ok. NO CELS. The car just had the head gasket replaced with the timing belt, water pump, valves adjusted, new seals, etc... I had the problem since day one even before all the new parts.
Now for my question. I read an old post on here that if the butterfly is closed to far the iacv cannot catch up as you close the throttle causing it to do this. My tb has the factory paint on the throttle stop screw so it doesn't look like it has ever been adjusted. Can anyone confirm or deny this? I know im not supposed to adjust the stop but has anyone ever done this to fix it? Any help would be greatly appreciated.
