Default 94 civic coupe ingition problems

ive got a 94 civic coupe with a jdm h22a in it ande a m2b4 tranny in it and recently i have purchased a skunk2 intake kani, nippon 11.5:1 pistons, and its got skunk2 valvetrain, and the basic i/h/e and a p13 ecu. anyways... i took the head off and had a machine shop mill the head and install the vt and valve seals ect. and i put in new bearings and new oem rods and what i stated above and then i put it all together over the last three days with my dad and i pluged every connecter back in to its proper place and put new plugs and gaped them and put ngk wires in it and a new distributor cap and rotor and when i tried to start it i had no spark at all and no current in the plug wires at all( keep in mind that before i bought all these parts it ran fine until one of my rings went bad) is there anyone that can help me figure out this problem? i have no idea what the problem is, ive already checked the dist. cap, rotor, battery, and all the wires going to the distributor. If anyone has any posotive intput then i would really appreciate it, thanks.

I'll assume you set the valves and are getting fuel pressure, firing order is correct ?

Do you have good grounds ? did you paint any of the surfaces where the ground wires mate ?

When the key is turned to ON(II), does the fuel pump prime and does the CEL remain on or turn off after 2 seconds?

Do you measure battery voltage at the Blk/Yel wire attached to the ICM/igniter when the key is turned to ON(II)?

yes the fuel pump does preasurizes, and the CEL turns on when you turn the ignition on and goes off after 2 seconds or so, and its got good battery voltage.

Is there no continuity or a short on the Yel/Grn wire running between the ICM and ECU?

Have you tested the coil and ICM in the distributor?

ok i know this is an old post so dont bash me for it. But today i put my car back together ( after the build i said that i did above the new head gasket i put in was bad so i took the head off to put the new head gasket on) i tried to start it and it had no current going to the plug wires AGAIN, and ive checked everything and i tested the coil and icm and its good and it still wont make any spark, does anyone have any ideas on what could be wrong or why it isnt working?
thanks

Could be that one of the distributor sensors is bad but not throwing a CEL code or the ECU is bad.

how did you test the coil? resistance test?
I just replaced a faulty coil myself. Should have been 12k-19k ohms. was like 11K, and not good enough.

you need a scope to see if the ICM is triggering the coil.
if it's not, then see if the ECU is triggering the ICM.
If not, then broken wire or faulty pickup most likely..

Is this a new swap? Do you have to rewire the dist. harness when putting H22 in civic?
