94 black del sol vtec model. Finally found one.
So finally got my sol iv been looking for. Now time to work on it. The car has 221000 miles on it and still runs strong. But worried about messing up the block and head. Is it time for a rebuild. Wouldn't want to do nothing crazy because I live in ca so smog sucks. But I'd like to get decent hp out of it wile still being smogable. Any advice on witch way to go. Go all oem parts or some forged pistons and some cams. Is it worth it.

Is that a question? If the motor is running fine then why rebuild it? As long as your compression numbers are good, it isn't consuming a lot of oil, and you are following the regular maintenance schedule, I wouldn't worry about it.
If you really wanted to, you could just start collecting the parts you need for a rebuild and cross that bridge when you come to it.

Well the motor is burning a lot of oil. About 2 qt every oil Change. Or is that normal for a vtec.

If that question was supposed to read "Should a healthy motor normally consume half the volume of its capacity in a couple months?" then no.
The oil control rings and or valve seals are worn. A rebuild is in the very near future. Have the block hot tanked and head as well. Assess any damage and if none have the block honed or bored if needed. Head freshened up and resurfaced, and the deck checked. You'll need rings, bearings, full gasket kit, and possibly pistons if the block has to be honed. That is just a brief list as I do not know your knowledge of Hondas, or engines.
You have though given us a small amount of insight to your level of knowledge, which is why I gave you a brief run through. Any other questions I'd be happy to answer.

That sound normal to you? Excessive oil burning on a high mileage engine? Hint. I have a boosted Civic that clicked 210k and it doesn't burn that much oil.
