93 si won't start

93 si won't start
Car has a b18c1 with a chipped p06 for a gsr. Also has an aftermarket intake manifold and fuel pressure regulator(no gauge)
I have spark.
Cranks strong.
Grounds are good.
I recently hit a man hole cover that was sticking up and it put a gash in my header. About a month or two after that I started getting a low fuel pressure cel code after the car warmed up. The car has also hesitated/non ran great since I've had it. I assumed it was the o2 reading more air assuming low fuel pressure so I ignored it, now my car will not start.
AND the car also has a leak that lets water into the drivers side floor (idfk how) and all the non-stop rain the past two weeks there was some water on the floor (main relay seemed dry).
So I checked the joints on the main relay and none look dry. It will click once when i turn the key to on but the CEL stays on and never shuts off even when I jump the service connector (code 0?)
Also tried jumping +12 to fuel pump and injectors from the main relay plug and nothing happened nor did I hear the fuel pump although its stock and probably not as easy to hear as a walbro that I'm used to. I am on my way out to check the +12 to the main relay right now, will report back.
As of now I think it is the ECU. Any other ideas?

im having the same problem. b18c1 in my 92 cx. cranks but no start. gettin soild cel for bad pcm. check everything. might b the main relay. but i can here my fuel pump. idk????

afaik if you get the solid cel AND can hear the fuel pump, main relay is good and ecu is bad.
I just went back outside to check spark again, had one spark plug wire off with a screw driver in it and my buddy getting ready to check, car turned over like 3 times and then started on 3 cylinders. I hate intermittent problems. Only thing i did is clean up the main relay and reseated my chip in the ecu.
The car starts fine now but is there anything I can do to try and figure out wtf the problem is?
