Default 93 si w/ b16a2 vac. question

Ok so heres a little background, ive got a 93 si hatch that i recently purchased that had the swap already done. Its a b16a2 out of a 99 usdm si using the cars stock engine harness and p28 ecu. I'm still working on sorting out the odds and ends from the previous owner which is ohh so much fun lol. My question is about the EVAP solenoid. On the b16 the the vacuum line runs from the top of the intake manifold to the solenoid on top of the fuel rail. The solenoid is not plugged in nor has a vacuum line running off of it. I read that the plug on the solenoid is different from that on my engine harness so theres no need to plug it in but to just leave it unhooked. So my question is that when I removed the solenoid and vacuum from the IM that left me with just an inlet as shown in the pic. If i leave it open i hear it suck air and it makes my idle jump to around 1500 or so. If i plug it like so then it causes the idle to drop almost to the point of stalling the engine. Can anyone help me out and tell me were i need to run this vacuum line too or what to do about it? thanks in advance for any help.
