Default 93 honda civic hatchback wont start

working on my sons Honda civic hatchback. It wont start. It has spark at the plugs. The fuel pump won't prime and has no power at the harness connecting to the pump. Took the pump out and put 12 volts directly to the pump and it works. Checked the relay based on information I found on the internet and it seems to have continuity where it should when 12 volts are applied to the different posts of the relay. What next?

When you turn the key to ON(II), does the CEL come on for 2-3 seconds, then turn off?

Key off.

Unplug ECU connector A.

Ground pin A7 or A8 in the connector.

Turn key to ON(II) and listen for whether the pump primes.

Repeat ground test multiple times to check whether the pump primes with A/7/A8 grounded.

There are 3 plugs to the ecu. which one is connector A and which connectors are A7 and A8? when you say repeat test a number of times do you mean turn the key on and off repeatedly to see if the fuel pump begins to prime?

How do you ground the pin?

How did you do it? Just put a small wire between a7 and a8?

Yup. It didn't do anything. I'm rewiring the ground to the thermostat housing as of right now. But I got nothing.

No!

Use a piece of wire to ground A7 or A8 (wire harness connector) to the metal frame under the dash. Try both A7 and A8 in the test.

Do a7 and a8 separately to chassis ground?

Do you live in the U.S.? If so, check fuses 24 and 31.

Use your multimeter to test whether voltage from fuses 31 and 24 reaches the main relay connector.

And should that voltage be checked with the key on and should that be 12 volts?

Unplug main relay.

Turn key to ON(II).

Two of the eight pins in the connector should read battery voltage to body ground.

Post the voltage readings and the two pins and wire colors that show battery voltage.

If with the key in ON(II) you do the 5-7 pin jump test shown in the diagram below, does the fuel pump run?
