What do you mean no idea what to do first? is it running? or are you talking performance parts? intake and exhaust are always a quick first just because of how easy they are hints the name "bolt on parts"

you should call an insurance company and have them insure the vehicle.
youre also going to want to take the title to the dmv & have the car registered in your name
i believe most states require a valid inspection sticker, you may want to look into that as well if the current sticker is expired or missing.
also be aware that california residents have to pass an emissions test.
you'll have to shop around locally for a garage that can do this if it applies to you
you should find out while youre at the dmv if there are any other stickers you may need (town/county) for the vehicle to be legal locally.
after that keep an eye on the fuel gauge and remember to add more when it gets low
check the oil frequently and change it every 3,000 miles
congrats on purchasing your first honda
