93 Del Sol Si - trouble starting in cold weather

93 Del Sol Si - trouble starting in cold weather
93 Del Sol Si works great during warm weather (40s and up). I tried starting it today early morning (low 30s) and it wouldn't turn or anything. Removed the oil cap and saw the cam turn (or at least what i thought was the cam turning), checked everything battery related. I originally thought it might be a starter problem but I tried starting it up again later on during the day and after two tries it fired right up. Read the forum and found out cold weather starting issues are coil ignition module issues. Would appreciate help. Searched the forum for a while using different tags and end up all over god's green earth.

plugs are worn
wrong heat range plugs
distributor is weak or faulty
distributor cap or rotor worn
where are you getting your gas? using E15?
