Default 93 Del Sol: CC refuses to function

I recently purchased a 93 del sol with a b16a swap. The PO swapped the steering wheel for some non-oem wheel. In the process he removed the cruise control switch and the clock spring. I've replaced the clock spring and the set/resume switch. However, it still refuses to operate. I've checked all the fuses, checked for power at the appropriate places and still nothing. With the car on, I have power at the main switch on the gauge hood, and power going out with the switch depressed. The motor is also seeing power with the switch on. The main switch lights don't light up, the illumination power wire isn't getting power for some reason. I checked/replaced the little rubber bumper for the clutch switch which was totally missing. I'm lost from here... and hoping you guys have a solution for me...

Both switches are there and both fully depress when they are supposed to. I found that to be a common problem in some other thread.

Well.. I did some more checking and I'm still stumped. The connections at the clock spring checked out as well. Where are all the wiring genius guys out there?

Do you have the (cruise) switch on top of dash connected?
