93 CX Hatch no start.

93 CX Hatch no start.
Ok well i got home today after driving on the highway for a good while me and my friend went out to do some moving shots. I left it parked in my garage and then a friend of mine came over and wanted to go for a ride, I got in it and noticed when I turned my key the dash lights where a lot dimmer than they should be, and when I tried and start it it didn't do anything at first, then i tried itt again then i heard some clicking so i thought the battery was just low. I tried jumper cables and leaving it on the charger. I used a multimeter and tested the voltage on the battery and it was good i also checked the voltage at the start and fuse box and all good 12.5vs. After i tried to start it i went back and tested the voltage on the starter,it was only around 6vs. Should I just go tomorrow and get the starter tested or does this sound wiring or ground related?

Well I tired a known working battery, and I checked all the wires that go to the battery and everything and they show the correct voltage. The transmission case has the ground wire correctly attached to the cassis. I wouldn't think it is a ground anywhere else, my fuel pump, radio, cel, head lights, and everything still work just the accessory lights like oil, battery, and the cel light are really dim.

There is also a clicking and humming noise that comes from the starter, it makes one click then just has a slight hum. The start is also remanufactured.

FIXED: My stupid starter for some reason was not grounded on anything, idk why all of the sudden. I took jumper cables and plugged one to the body of the starter and one of the cassis and turned the key and it started just fine. Now I just gotta figure out how to ground this correctly.
