93 Civic Cx Hb Failed Smog
IT has a stock exhaust and a stock air box/ filter, I changed the plugs and added that fuel system cleaner,... when I drive it, it sounds like I have an aftermarket exhaust at certain MPH, the smog guy said I'm running ritch,and I think it might have a test pipe? but would a test pipe make me fail this bad or worse?
and reason for failing: excessive tail pipe emissions

LOL, ****. . . . If you have a test pipe, that means you have no catalytic converter. There's the reason you failed. Remove the TP and install a cat. I can't say for certain whether or not your results would be better or worse than that sheet you scanned, but it's definitely not helping you pass, that's for sure.

Test pipe could EASILY cause the situation you have right now. Check it out. Would also make your exhaust sound kinda like a tin can at certain rpms. The cat for a CX though is in the header, so I don't know how you could really remove it. Perhaps it was hollowed out?
