A faulty MAP sensor/wiring can cause the high/rough idle you're experiencing. Is the wire harness stock from the car or stock d16z6? If it's stock from the car and it's a dx he would have had to wire vtec and the MAP sensor as it was originally firewall mounted like shown in my above picture. If it's stock from the d16z6, he shouldn't have had to "wire vtec" like he told you or the MAP sensor.

Vacaum leak?.. Does the brake feel normal. Sometimes the brake booster will have a internal leak and that will sound loud. Other than that spray throttle cleaner on the intake manifold so you can see if the idle changes. Be careful not to hit the distributor. Throttle cleaner plus spark = fireballs. Goood luck.

Here (d16z6 ecu is p28):
If you are running a p28/p30, this applies to you. It may work on other OBD1 ECU/engine setups as well, but i'm not promising anything. Directly from the solenoid you will need to run the green/white wire to pin A4 on the ECU, which is the VTEC Spool Solenoid Valve Control. Next, connect the orange/blue wire to pin D6, which is the VTEC oil pressure switch input. Finally, the black wire from the VTEC pressure switch must be grounded. If you are running a USDM p30, make sure you wire up your knock sensor to pin location D3, otherwise VTEC will not engage.

Make sure the MAP sensor and TPS aren't switched around (they have the same style plug). MAP wire plug should be Yellow/Red, Green/White and White.

If you have CEL then you need to know what the light are telling you? YOu might have something plug wrong or not connected right..
