on my 92 civic hatch i have the taillights come on when i turn the switch but the issue is that they wont light up with the pedal is released

info on setup:

1.) the fuse in the underhood box keeps blowing when the brake switch is released

2.) I tried to switch out the switch, no luck

3.) I removed all the wiring to the main connects on the sides in the rear of the hatch. Still blows the fuse

4.) car did have cruise control, box has been removed under dash, components removed in the engine bay

5.) issues with the dash switches. when i turn the steering column switch on, the front lights and rear lights come on but the gauge cluster wont

6.) I had to jump the connector to the dimmer switch on the dash to make the gauge cluster light up

7.) I also cut the wires from the cruise control button next to the dimmer switch to use for something

8) break switch is 4 wire and i wonder if it is messed up from the cruise control wires
