92 civic key on ignition no power no lights nothing

92 civic key on ignition no power no lights nothing
i bought a 92 civic shell and just got done swapping my b16 into it
problem im having is when i turn the key on nothing comes on
the main relay does not click
the fuel pump does not work
no cluster light come on the ecu or anything
does anyone have any idea what it could be i have checked all the fuses and replaced the main relay
please help

i currently dont have a starter for the car but i will multimeter them out with that
i will triple check the fuses but what ones are they i dont see them numbered
i have checked all fuses with a buzzer on a multimeter

Fuses under the dash should be numbered near the slot. Hood fuse 31 is the ECU/main relay fuse. Next check the ignition switch:

ok ill double check that but i do believe the ignition switch is good because when turned from I to II the climate control come on and also if the ebrake is up the light on the cluster come on and when turned back from II to I it goes off and the climate cluster goes off but i will double check that

ok just went and checked all the fuses you mentioned and the ignition switch connectors and everything is fine according to the multimeter

Does hood fuse 31 have power?
Does dash fuse 24 have power with the key in ON(II)? I assume that fuse 15 does, but double check.
With the key in ON(II), the oil pressure, CEL, and SRS don't light?

let me tripple check them fuses
just came in and no matter what position the key the starter ground shows a "ground"
i assume this is wrong but what could be causing this
do valve cover and trans grounds have to be connecteD?
thats correct on(II) no oil pressure cel or srs or seatbelt battery none of that
only cluster lights ive had come on are high beam and ebrake

like i said i have no starter for it but the starter ground wire is a constant ground it does not turn off

Definitely test whether fuses have battery voltage.
Can you explain the test you are doing here.
Definitely connect all the ground wires.
Is the important ground wire (G101) on the thermostat housing connected? Is it clean and tight?
How about the transmission ground (G3)?
Is the battery ground wire (G1) connected to the engine bay?
do valve cover and trans grounds have to be connecteD?

ok ill test if the fuses are getting power
im taking and just putting the + of the multimeter on the pos side of the battery and taking - of the multimeter to the starter neg and it is showing a +12V
yes the thermostat ground is good and tight and clean along with the trans ground and the valve cover ground and the engine bay battery ground!

Starter has no ground wire - both are power wires, one to the starter motor and the other to the solenoid. The starter grounds through G3.

yes everything is good only thing that has me stumped is why the started has an active ground in what ever key position even off
i will defiantly check if the fuses are getting power

Okay, I see. With the starter disconnected from the two wires, the small Blk/Wht wire starter terminal for the solenoid should be grounded but not large Blk wire starter terminal to the motor. Why are you doing these tests?

its the only thing that i had not thought of really thats why i did it
i will try the fuses tomorrow and double check the key ignition switch plugs tomorrow and report back

well i hooked the starter up to the wires but could not bolt it up becuase i do not have the bolts
the fuel pump came on and the battery light came on
the cel light did not come on
what could be the problem with that
