First, you need to bleed system. Air pocket can block coolant flow and it reduces boiling point.(FYI, every 1 psi increases 3 F-degree boiling point also it is very important to have good radiator cap as it is not only can also it is gate to allow coolant from rad to reservoir by pressure over 15 psi or not).
I am 100% sure it is head gasket problem.(If rad is ok)
There was a bulletin for 91-95 civic with paper head gasket. How to check?
Open rad cap while hot(be careful. Use rag and slowly open) As soon as open cap, put your nose. If you smell something burnt? It is exhaust smell and it is head gasket.
Also use this way.
Open Rad cap. Top it up. Start car and keep top up (some bubble will be exist).
About 10 minute later use throttle body cable, rev. Is coolant start going down? or sky high? If sky high, need head gasket.
Another way to check,
Engine off. Top coolant with rad cap off. Disconnect distributor wire(about 12 wires right back of distributor). Ask you friend to crank. Vehicle will not start.
Does coolant calm? or puke? If puke, need head gasket.
Last option. But head gasket tester kit. read manual and follows. You will see color change if head gasket is leaking.
To change head gasket, please ask reliable garage.

when i changed the thermostat it smelled like something was burning. i wasnt sure if the coolant was burning or if it was metal. stunk pretty bad and i was hoping that it wasnt the head gasket but i think it is because when i drained the rad the coolant got on my fingers and it felt real oily.
