92 civic dx - blown fuse 15 and speedometer issues

Default 92 civic dx - blown fuse 15 and speedometer issues

Howdy.
My 92 civic dx sedan has some issues..My speedometer started jumping randomly a couple weeks ago. The problem stopped for a couple weeks and started up again .The speedometer failed the next day. At this point in time none of the gauges work,the turn signals dont work, I have to use the shift override to put the car in neutral because the shifter wont move out of park upon start up....After some research, I changed my no.15 fuse and everything went back to normal....However the fuse blew out in a very short time....I pulled the cluster out and there where no signs of damage, I also checked the wiring at the vss for continuity. Everything checked out just fine. I'm wondering if I need to replace the cluster or the vss. I've driven the car a little bit and it seems to be fine. However,I would like to fix the problem asap. Any help here would be appreciated.Thanks.

Individually unplug each component protected by fuse 15 to see which unplugged component prevents fuse 15 from blowing.
