92 civic with D15B7 engine won't start... Please Help.

I recently bought a 92 honda civic sedan with a d15b7 motor (fuel injected).
The car has issues with starting when cold and idles very low and stalls unless I gas it until it gets warm, CEL codes 9, 14 and 22.
Drove it last night and it was ok, Went to start it today and it started idling very low as usual then when I started giving gas it shut down and won't start again.
My mechanic checked the fuel pump, valves, spark plugs and wires and timing. The timing was off and he fixed that but it still won't start, He said the strength of the spark is weak and I should replace the distributor.
I know the honda gods are on here; Please help.
I can provide additional information if needed.

Your Mechanic already noted a problem that needs to be addressed and can cause a no start issue.

Why are you coming here when you haven't even addressed the problem your mechanic noted?

Simply. Do a complete tune up on the vehicle, check compression and if it still doesn't start, then follow up with the Honda Gurus while providing what has been done and results up to that point.

FYI:
Code 9 - CYP sensor fault (problem in distributor) - Distributor also can cause weak spark, might need to replace.
Code 14 - IACV fault - Likely needs cleaning possibly replace and controls idle and makes up for faulty FITV valve (mechanical valve)
Code 22 - Vtec pressure switch code - D15B7 does not have vtec so this indicates the incorrect ECU for the motor, likely P28 but should be a P06 and also explains bad running conditions.

Thank you so much, Just wanted to check before buying the new distributor which will cost about $250 here.
Gonna get the new distributor and post an update soon.
