5th gear 82 MPH at 3.9-4.0 RPM is that CORRECT?
I have the feeling my MPH is off by like 5+ miles or so. I was cruising on the freeway today and did aroun 85 MPH and the RPM read 3.9-4.0 on 5th gear. the tranny is a S4c. Motor is a B16A1 (JDM) in an EM1.

No dude, he's saying he's running around 4k @ 85, and that's about what I run on an LS tranny. His RPM's should be higher.

This is true. But stock for stock, his is off. Chances are he has teh uber jay-dee-em 18's.

Even if the tires are a different overall diameter, the indicated speed at a given RPM will be the same.

LS MESH on GT QUALITY 195/55.
I was testing it out earlier and I am off by like 12 MPH. What would cause my MPH to be off by that much?
EDIT: On my way home from work they havec like a radar that tell you how fast you're traveling. On my GAUGE it show I am doing 59 but on the radar it show something like 47.

Well, unless your speedo is waaaay off (speaking off from the factory), there is no way that the tires you are running would affect your speedo by 12 mph. So yeah,
