5k rev limit, small "poofs" from exhaust, bad emissions.
Sup honda-tech.
It has been a while since i was on here, and i've had problems with this before. Now it has never realy gone away but now i have to get new papers for my car since by law my very nicely fabricated end pipe was too loud i have to get it inspected.
After 2 inspections both times i got the same problems. First time more, but now the only thing is basically emissions.
Now all i can think about after replacing the sp-wires, sp's, checking timing (and changing it), checking for leaks in the air-ways, cleaning IACV and replacing the exhaust with a complete original from Cat till end, is the Cat, or grounds in the engine bay.
Now i have just bought a second hand kat wich should be fine. so i will throw that one on this week. But still i don't think it will solve my problems.
My emissions may go down, but i don't think it will actually solve the rest.
Now the rev thing is not actually like a rev limiter. it's more like bogging out. I push the throttle all the way, and rev it up. It goes till about 5k and then goes down in revs again. It doesnt quickly go up and down like a limiter.
So... After this long story here is my question!
What might be the actual problem for the 5k rev thing and the "poofs", and might these be connected to the problem with my emissions?
My emissions at the moment are legally accepted in stationairy and 1,0% in 2,5-3k revs. Where we are allowed to have 0,3% in revs.
Will the cat actually solve this, or might this have something to do with the rest of engine?
I really need help with this cause it's been driving me crazy for the past 3 weeks now!

Car is a '95 civic EG with a D15b2 engine.
No mods on the engine except for a Open air filter
(wanted to save for a B18 untill all of this happened xD)
OEM ECU (so don't know the difference)
No CELs

Any ideas? I'd like to fix it before friday and tomorrow is off, so a solution would be nice haha
