your redline isnt 3,500...your engine cutoff is at 3,500...any CELs? Is the p28 chipped or stock, im pretty sure your redline for a d15b is somewhere around 7,000rpms last tim ei checked

wlel your not giving much info, at that rate i could say i went out to my car and it didnt start, maybe you have a bum ECU, u have a way to check CELs?

is the ECU chipped? if it is it may be a srewed up chipping job, it also may be launch control. try driving it over 5mph and see what the fuel shut off is.

there must be a cel... if some tdc sensor is screwed up or some other distributor problem... then the ecu might have gone into safe mode helps to search

I am not sure on the cel because i put a gsr cluster in my car a while ago and half of it doesnt work. Not a chipped ecu either its a virgin. I got told it may be the dizzy?

I also got told there was no knock sensor, but there was a wire coming out above the oil filter on the back of the block? Or at least there is a rubber boot there.

P28 doesn't use a knock sensor.
if you have a distributor sensor code it will rev limit you low like that.
get your CEL in you cluster working first, no telling what bad things you've been missing out on. Check the codes and go from there.
if you still have your OBD2 ECU, unplug the conversion harness and plug it in. then you can use a parts store's scanner to tell you exactly what's missing.

you need a paperclip to check the codes. (and your CEL light of course)
check the sticky for how to check them.

update: somehow my cylinder position sensor got put in a different pinout to my ecu. So I am guessing that is why I had the 3,500 redline , which eventually killed my dizzy. I am hoping tomorrow will start right up with the new dizzy and have vtec!
