2K Rpm Idle normal when cold / starting up?
The engine (JDM b16a) will Idle around 2,000 rpms, without a sputter until it is a little bit warmed up, where it will idle around 1200 Rpms...
Is this normal?

Yes.
Running a motor hard in the cold is horrible for it. So the engine revvs higher (but not to a damaging point) so it can warm up faster before you drive it.
100% normal, every car does it.
Controlled by the ECU or FITV depending on what year the car is.
EDIT:
Though say you leave ur car running for 15 minutes. Is it still running at 1200? Or has it dropped down to like 750?
If it's idling warm at 1200, that's a high idle. Might wanna turn that down a bit.
Though the engine usually does a 2 step deal where it'll start at 2k, then once it reaches a certain temp go down to like 1200, then once it reaches another temp, go down to standard operating idle.

Thanks for being so informative and actually caring about my current situation.
Yes it will eventually go down to around 750 Rpms when it is fully warmed up, the only problem is my engine rarely ever warms up, and when it does it takes a long time (Upgraded radiator) On a warm day of highway driving, the needle only goes 1/4th the way up...
Should I replace my thermostat?

It's possible the thermostat's stuck open which would definitely explain why it's taking such a long time to warm up - changing it out is a good plan for starters as it's only like 10-20 bucks.
