22 mpg in city - 35 on highway?

22 mpg in city - 35 on highway?
Figured I might as well post this, I've been dealing with it for 6 months now.
My o2 sensor went out last year, I bought a new Bosch one. Took care of the CEL, but I noticed my MPG drop to a solid 22 in the city. Since then, I've done spark plugs, air/fuel filter, checked brakes, tires, etc. Hasn't helped at all.
However, on the highway I can get a solid 35 mpg which doesn't make sense. The cars a 98 civic, stock y7 with 50k on it.
