Default 2000 engine in 96 civic

My transmission in my 96 civic cx was falling basically falling apart, and I found a cheap engine from a 2000 so I put it in, but I can't get it to start.
Using the stock obd2a ecu/harness, but re-pinned the distributor dizzy plug so it would plug into the harness. Everything else basically bolted on, the only thing from my old engine is the clutch slave cylinder. When I turn the key, the fuel pump won't prime or run. I know the pump is good because I went to the relay and bridged the battery/pump connections and the pump ran. Because of that I figured the relay was dead so I replaced it, but still the car won't start.
Any advice would be amazing! Thanks in advance!

check grounds, specifically thermostat

Thermostat ground, and the grounds on either side of the engine are clean and tight, still nothing...
