2000 Civic LX - Overheating, Milky Coolant

2000 Civic LX - Overheating, Milky Coolant
Yesterday my car overheated on the way home form work, white smoke coming out from under the hood, not the tail pipe. When I got it home I found that the radiator cap had broken the plastic pieces broke off from the metal cap. I replaced it and investigated further today.
AC works and is cold today, sometimes gets "warm". Heat does not work at all, even when it's close to overheating.
The coolant is milky, and at a high enough level. Oil does not look abnormal.
There is goopy white "sludge" all over the place, as well as white dried splatter marks that I assume is the dried overheated coolant from yesterday.
I don't even know where to start. I've searched and found a bunch of different threads but none that match quite what I have going on.
