Default 2000 civic - cheapest way to make my exhaust legal?

I have a 2000 b18c1 swapped civic. The car came with a generic catback exhaust, I believe its 2.5'' maybe 3''. I've gone 2 months and finally got pulled over for it last week, I didn't get a ticket but I can't afford to get pulled over anymore (need a clean background for my career, yes even fix-it tickets).

So my question is, whats the cheapest way to make this thing legal? One shop quoted me $450 for a new (stock) system, which is WAY higher than I want to pay.

I see ebay has some stock cat-back exhausts for about $95 shipped, but then I have to get a shop to install it. Can a shop just chop off the muffler and put a quieter one on? Could I do a ghetto exhaust silencer install with one of these? http://cgi.ebay.com/ebaymotors/Tunab...Q5fAccessories

Thanks for any and all advice!

All the cop said is "your exhaust is illegal" so I'm not sure if it was the size/muffler, the noise or a combo of the both. I saw him the whole time so I kept the revvs low and tried to not be too loud but that is impossible.

I know in Virginia any aftermarket exhaust is illegal, so I will probably be looking for at least a stock looking muffler.

Also, I don't care too much about performance loss due to a more restricted exhaust, I'm just trying to make my car street legal.

there is no such thing as a CARB legal exhaust. Here in CA it has to be below like 85-90db but the cops never check. They always say its illegal. Anything that is aftermarket has rules most of the time. When he said it was illegal he is refering to the muffler and the piping. you could always purchase a quiet muffler like an OEM one or a vibrant muffler

Hrm seems pretty crappy. Would I need to replace the entire cat-back for an oem muffler (what the shop I took it to said) or is it possible to weld it up to my existing piping, even though the piping is larger.

As boxeocampeon suggested, find yourself a quiet muffler (APEXi WSII also works), and also make sure you have a resonator and cat. You car should be pretty damn quiet after that.

Exhaust shop may charge you 200 or less. Thats just going by if you don't know them. It can be done MUCH cheaper, but its all in who you know.

If you want it to be legal to the point where the police won't bother you for the exhaust, I would suggest you get a ITR cat and muffler, nothing can go wrong there. But, if you want something aftermarket, then Apex'i World Sport I&II exhaust or the Greddy SP2 is quiet and has a nice tone as well.

i believe they do not make the WSI or SP2 anymore though.

any aftermarket illegal? I dont know bout that...is it that what it says under dot laws for virginia? but anywho quiet? figure out if its 2.5 or 3. if its 2.5 then go with spoon n1 axleback. if its 3 than get the b replaced with 2.25-75 and mount on a rsx muffler.
