It's a dance for people that can't dance.
It's basically a temporary rev limiter (set lower than normal) used to aid in launching.

It's not the two step that's loud, it's propable the straight pipe or open header they're running.

It's loud because it's not 2-step, it's anti-lag.
2-step is just a rev-limiter that is set up to let you launch at a high RPM. Anti-lag adds a timing retard to your 2-step that essentially retards the timing until the exhaust valves are open, causing an uncontrolled explosion that greatly elevates the temperature and pressure in your exhaust manifold, effectively spooling your turbo and building boost with no engine load. I have used it before on my car, it sounds like someone chucked a bunch of hand grenades into your motor. It will scare the crap out of you if you're not expecting it.

Now hows it turned off? Some sort of motion sensitive sensor that detects when the car's clutch has been engaged? or when the car starts to move at any point?

on my friends race car he has a button on the shift ****, when he holds it down, it engages the 2step, but when he releases, the car goes back to regular

Pretty much any kind of switch will do it, some people mount a switch on the clutch pedal assembly. I have a programmable ECU, so you can just tell it that anti-lag is on at any RPM over xxxx while speed is 0.
