Default 1999 Honda Civic, Parking brake not engaging on one caliper

When I engage the parking brake one of the rear disk brakes does not clamp down. Upon inspection I noticed that the cable still seems to function and pulls when the parking brake is applied but the caliper BARELY clamps down. I tried turning the spring by hand and could not get the caliper to stop the wheel. Is this a problem with the caliper? Can the caliper be overhauled?

bump for an answer I have this problem with my drum style EG I tightened the cable and it is way up on one side and way tight on the other side but it's hoked up right.
